Description (partial)

Per VEM binding count becomes incorrect when upon a intf sh/no sh event

Symptom:
User may not be able to configure static binding entry for interfaces that belong to a VEM if the vem count becomes incorrect and exceeds the per vem count which is set to 1024.

Conditions:
It occurs if a veth is toggled several times
