Description (partial)

 Anamoly#1:inbound policy applied to POS OC3 interface could not police the
flows in the
 "bulk" and "default" queues correctly; flows in these two queues could not
reach CIR.
 Further investigation indicated that anomaly#1 happened to any flows as long
as its
 exceed-action was set to "drop" in the inbound policy map
 Anomaly#2: conformed packets=2x actual packets in output of show policymap int

The problem is that packets are being policed twice. It occurs when the output
interface has a subinterface with rate-limit output configured.
