Symptom:

Routing protocols may flap during times of heavy fib-miss or glean traffic.

Conditions:

This is seen on neighbors known via layer 3 ports, or layer 2 ports where the
ip dscp is not mapped to the appropriate cos value in the 802.1p bits of the
802.1q header.
