Description (partial)

Symptom:

Each time the customer replaces WIC-2T the connection begins flapping and , then when he
fallback to the old WIC-2T connection became Stable and normal .

Nov  2 04:08:50.725: Serial0: HDLC myseq 43843, mineseen 43843*, yourseen 431052, line up
Nov  2 04:09:00.725: Serial0: HDLC myseq 43844, mineseen 43844*, yourseen 431053, line up

As you can see, myseq and mineseen always agree with each other in old card. 


Here are some debugs from the new WIC card:

00:10:46: Serial0: HDLC myseq 63, mineseen 43845*, yourseen 431146, line up
00:10:56: Serial0: HDLC myseq 64, mineseen 43845*, yourseen 431147, line up
00:11:06: Serial0: HDLC myseq 65, mineseen 43845*, yourseen 431148, line down

As you can see, myseq and mineseen not agree with each other in new card.
