Description (partial)

Non-firest session key can not initiate a new call when registers to SRST
1) Phone 9971 without lkem registers to SUB CUCM and ready to use.
2) Make a call to another phone.
3) Shut down the call manager service of SUB CUCM, the active call goes in preservation mode.
4) End the call from phone 9971, the phone will fall back to SRST.
5) Press the session keys to initiate a new call. Sometimes the 2nd - 6th session key can not create a new call when pressed.
