Description (partial)

The protect Cisco uBR-MC20X20 line card with a 0X20 license restarted with an error message after removing a member slot in the line card redundancy configuration.

This issue occurs when an invalid Hot Standby Connection-to-Connection Protocol (HCCP) configuration for line card redundancy is configured and the line card does not have the right license.
The follow procedure can cause the problem:
1. HCCP is configured and the Protect LC is 2020. Working LC can be 520 or 2020 with correct license.
2. downgrade the PLC's license from 20x20 to 0x20
3. unconfig PLC from HCCP group
