Description (partial)

Symptom:

Synthetic End to End calls within a Batch Test fail.  The Error Message indicates" The Receiver phone did not go offhook or was not ready to accept the call."

Condition:

This has been observed when synthetic phones are configured to send RTP packets to a real phone.
