Symptoms: During BGP graceful restart, the peering router might not do a graceful recovery and routes get lost. Conditions: During a graceful restart, the existing BGP session should be cleared on peering router before a new TCP session could be established. If due to some reason (3rd party devices) are not able to clear this TCP session then peering router ignores the BGP OPEN packet which requests for graceful recovery. Only after existing TCP session times out, new BGP session can be set up. This is against RFC RFC4724.
