Description (partial)

Symptom:
When ATDMA/64QAM upstreams are saturated with traffic, large amount of downstream traffic may impact upstream throught, meanwhile the impaction is decided by whether DBS is configured or not. 

Conditions:
All below conditions must be met simultaneously to trigger this issue: 
1 PRE2 card is used. 
2 There are large amount of packet queues (>500) congested by large amount of traffic. 
3 Packet length is no less than 1K-Byte.
