Cisco Bug: CSCtd94578 - Transfer usiing E2E RSVP (SIP Preconditions) may fail when glare occurs

Known Affected Releases
Symptom: Intermittent call failures are observed in E2E RSVP Transfer call scenarios involving SIP trunks for both blind and supervised transfers. Blind Transfer Scenario Phone A (CUCM Cluster1) makes an End to End RSVP ICT (SIP Trunk) call to Phone B (CUCM Cluster 2). Phone A presses the transfer key and dials Phone C (CUCM Cluster1) PHone A receives ringback and presses the transfer key to complete the transfer function. Transfer completes and Phone A gets disconnected. Due to this issue, Phone B is erroneously disconnected. Phone C gets reorder tone. Conditions: Only occurs when End to End RSVP is enabled and UPDATE glare occurs between the clusters during a preconditions exchange over the SIP trunk.
