Cisco Bug: CSCtd92600 - Apply Config to 7921/7925 sometimes failed

Symptom: UCM sometimes does not send 'Reset' message to the phone after clicking Save, Apply Config buttons. Conditions: When changing the paramester value from Phone Configuration page for 7921/7925, after clicking Save, Apply Config and OK buttons, I observed the phone sometimes did not restart to update the configuration. I used sniffer to capture the traces and found UCM sometimes did not send "Reset" message with reset type 'DEVICE_RESTART" to the phone. This issue could happen when the phone was in idle. It's also easy to reproduce if did 'Apply Config' when the phone was in active call.
