Description (partial)

Symptom:
Intermittently, login to Web Setup with valid credentials will cause an Authentication error.  If you try again, the error will go away.

You may see errors like the following in the log:

Conditions:
Immediately after restarting Apache Tomcat while you are already on the login page.
