Description (partial)

Symptom:
The 'system update vem feature level' command is unfriendly.

With the N1k at 4.0(4)SV1(1) feature level, if the 'system update vem feature level' command is executed without option, it returned the available feature level, without much explanation:
n1kv# system update vem feature level
1       4.0(4)SV1(2)

The output should be modified to include a heading, follows by all the feature levels, something like:
n1kv# system update vem feature level
Available vem feature level
---------------------------
1       4.0(4)SV1(2)

'system update vem feature level 0' seem to be an invalid option, so the allowed level range should be <1-2147483647>; since N1k is unlikely to have 2 billion feature levels, the level range should be narrowed down to what is available, instead of what is possible; even narrowing the range down to <1-1024> would be helpful:

After the N1k has been updated to the latest feature level, if the 'system update vem feature level' command is executed again, it will output an error message:
n1kv# sh system vem feature level
current feature level: 4.0(4)SV1(2)
n1kv#
n1kv# system update vem feature level
Error : the feature level is set to the highest value possible

Since the vem feature level is already at the highest value possible, and no more feature level available for update, executing the 'system update vem feature level' command again should not result in error; the same message could be use, just drop the 'Error:' prefix:
n1kv# system update vem feature level
The vem feature level is already set to the highest value possible
