Description (partial)

Symptom:
PGW will not use its virtual IP to connect SIP TCP after switch over
Conditions:
When do manual switch-over or interface down caused switch-over, the new Active PGW will first use it's IP_Addr1 instead of Virtual_IP_Addr1 to create TCP connection to SIP peer, after a few seconds it will then use Virtual_IP_Addr1 to make connection.
