Description (partial)

Symptom:
  Standby PRP3 stuck in IOX-PREP state for 18minutes and get reloaded by sysldr on active PRP3 with "MBI cannot load IOX" reason
  Active PRP3 has cfgmgr-rp process crash.
  The core file for cfgmgr-rp process is not present in any of the hard disks.
  No log message about the failure of core file transfer on active RP console.
  

Conditions:
  Preimage 4 PRP3s with 3.8.1, configure them to boot from rommon.
  Insert 4 PRP3s in 12816 chassis in slot0, 1, 8 and 9 respectively.
  When all are in rommon, configure PRP3s in slot0 and slot1 to load the image from disk0: (where the image was pre-imaged)
  Reset PRP3 in slot0. Give 20seconds gap and reset PRP3 in slot1.
