Description (partial)

Symptoms:

Softkeys and Call Bubble cannot be changed from Held or inbound Ringing call.

Conditions:

When there is a on-hold call on the phone, the On-Hold softkeys are always shown.  There is no
way to display the OnHook softkeys.  Similarly, when there is an inbound ringing call on the
phone, you can display the Ring-In softkeys by pressing the "?" Info button followed by the
ringing line button.  But you cannot return to the OnHook softkeys.
