Description (partial)

If IPSLA is used over a SIP700 based linecard, pings executed from the router
prompt will fail over that circuit and ipsla is not operational due to ping
Only when IPSLA is running over a SIP based circuit, that is an interface that
resides on the SIP700 SPA carrier card (eg CHOC12/DS1 circuits/MLP)
