Symptom:

The standby supervisor resets before it is fully booted.  The active
supervisor does not reset and there is no traffic loss.

Conditions:

This bug may occur in switches with WS-X45-SUP6-E or WS-X45-SUP6L-E
supervisors or in switches with WS-X4606-X2-E.  The bug is believed to occur
only if one of the port groups has been configured for gigabit mode (as
opposed to ten gigabit mode, which is the system default).
