Cisco Bug: CSCtd69967 - aps protect inactive interface reports continuous input errors and drops

Known Affected Releases
Symptom: An OC48 POS interface on CRS-1 router that is configured for APS and is inactive reports continuous input errors and drops. This DDTS is to change the behavior so the packets that are dropped on an a POS interface because the interface is in an APS group and inactive are not counted as input errors. Conditions: This is seen when the interface is the APS protect interface where APS is operating on the working path, the protect path router interface is reporting continuous input errors and drops. This symptom is seen on CRS routers running IOS-XR release 3.8. It is not see on IOS-XR release 3.4.1 routers with OC48 SPAs. This is not seen with OC3 SPA interfaces with either IOS-XR release 3.4 or 3.8.
