Cisco Bug: CSCtd67970 - In a rare scenario WAE may terminate WCCP processing

Symptom: WAE device stops generating wccp updates and drops out from the farm. WCCP related CLI commands do not return output. wccp-errorlog flooded with messages in infinite loop: Removing peer router ID: 255.255.255.255 from Router 255.255.255.255 Rtr list Removing Rtrid 255.255.255.255. from list since router does not see it anymore. As a result WAE does not receive any traffic to optimize. Conditions: Problem observed when Routers in the farm constantly leave and join the farm due to drop of "Here I Am (HIA)"'s at the router interface.
