Description (partial)

Symptom:<B/> A message indicating that duplicate frequencies are configured on the integrated cable controllers is not displayed.

Conditions:<B/>  During the migration of the Cisco uBR10-MC5X20H line card to the Cisco UBR-MC20X20V line card frequency overlap can occur.

When migrating from a MC520 to a MC2020 the customer is supported to plan their migration in terms of fiber-node/frequency/channel_id. 
Since each MC520 downstream port with one frequency translates to a mc2020 port with 4 
frequencies which are auto assigned and contiguous, the frequencies are bound to overlap 
across  the controllers of the MC2020. However this is not an error and is the expectation based on the mc520 downstream configuration. The mc2020 migrated in this mode will operate in mc520 mode with only the rf-channel 0 in the fiber-node and rf-channels 1-3 on the controller not enabled 
(rf-shut)  and there would be no issues. Only when the rf-channels 1-3 are enabled (no shut) , 
the frequency overlap will happen if more than 1 port of the mc2020 feed a fiber-node.  
This would be detected by the fiber-node config which would become invalid with error "frequency overlapping".
An errmsg during migration would result in unnecessary 19 messages per mc2020.  So its best
we indicate the error when it actually occurs during the fiber node configuration of the channels.
