The LinkDown SNMP traps are sent twice instead of once causing some Network Management Systems (NMS) tools to erroneously think the link is still down. 

This issue occurs when a Wideband SPA or GigabitEthernet interface on the Cisco uBR10012 router goes down or an attached cable is disconnected.
