Cisco Bug: CSCtd63891 - SQLSync should only create users when "user not found" error is returned

Description (partial)

Symptom:

SQLSync routine in Unity may receive an error from the Global Catalog (its LDAP server)  when it executes a query for a particular subscriber. Unity interprets any such error the same way and attempts to create a new subscriber in Active Directory and Exchange Mailbox according to the Unity database entry for said user.

This will break Unified Messaging as all new messages will be delivered to the new user accounts and not the user's correct Exchange mailbox.  No messages will be lost, they are just delivered to the wrong mailbox.

Conditions:

Unity 5 and Unity 7

The above symptoms have been observed when running MSCW on an inactive Unity failover server. However, one merely needs to encounter some other error return code from the Global Catalog (the LDAP server).
