Description (partial)

Symptom:

Phone does not display "Error, contact administrator" message after display "Downloading latest version of appliction" shortly if Service Version is not configured for the MIDlet application and the jad file is missing from web server.

Conditions:

There is no error message when jad file is missing from web server and Service Version is not configured.
