Description (partial)

Symptom:

Reloading the SIP on a GSR with 2xT3/E3 CEoP SPA, followed by SPA process reload, causes the peer connected T3 port to go down.

Conditions:

Reloading the SIP on a GSR with 2xT3/E3 CEoP SPA and then immediately reloading the SPA process on SIP after SPA comes up causes this. The root cause is T3 channelization mismatch between the local SPA and peer SPA. The local T3 is unchannelized even though it is channelized to T1 via CLI config, whereas the peer T3 is (correctly) channelized to T1.
