Description (partial)

Symptom:
ACLs are not applied for ipv6 packets eventhough ipv6 mld snooping is globally disabled.

Conditions:
Applicable to only pfc3c.
Disable mld snooping globally Registers are not cleared on sp and dfc.
If we disable MLD snooping globally by using the "no ipv6 mld snooping" command, it does not reset the IGMP condition registers.
Hence IPV6 packets with dest addr FF02::1 not hitting the ACL TCAM even after disabling the mld snooping globally . 
All the IPV6 port based features such as RA-Guard and PACL are not working due to this.
