Description (partial)

Symptom:
UIconfigwizard does not run successfully if only email or chat licenses are present but not both

Conditions:
CIM 4.3.1 attempting to integrate with ICM.
Install 4.3.1 with only mail licenses or only chat licenses but not both and run the UIconfigwizard.  After double-clicking on the UIconfigwizard.bat a command prompt launches.  It says "echo off", the cmd window closes, and the integration wizard does not launch.   Integration with ICM cannot be completed.  Logs indicate error java.lang.Exception: License Policy is not concurrent.
