Cisco Bug: CSCtd58929 - EIGRP SNMP traps no longer generated after ION restart

Description (partial)

When "snmp-server enable traps eigrp" is configured, EIGRP will send SNMP traps when a route gets stuck-in-active. However, after an ION process restart is performed, EIGRP will no longer send traps until this command is removed and restored.

Traps are still correctly generated after a reload.
This appears to be an issue specific to ION restarts.
