Description (partial)

Symptom:
<p>Two CNR DHCP servers running in Failover and with load balancing enabled respond to INIT-REBOOT (DHCP Request) malformed  packet.<br>
Server 1: Responded with ACK<br>
Server 2: Responded with NAK</P>

Conditions:
<p>Issue is experienced only for DHCP Request which is sent out of sequence by client.
Client is unexpectedly sent DHCP Request packet without server-ip during Discover,Offer,Request,Acknowledge process.</P>
