Symptom:
CAR not recovering ODBC connections after ReactivateTimerInterval expired.
OutstandingRequests stats on RemoteServer not reset to 0.

Conditions:
Occurs when requests towards the DB time out. May happen during peak hours or any other issue causing long database response times.
