Symptom:
Got core when doing CAPF's Troubleshoot Certificate Operation. Also the CAPF service will stop running.

Conditions:

The problem only happened with Troubleshoot Certificate Operation. It is ok with other Certificate Operation, such as Install/Upgrade, delete, etc.
