Cisco Bug: CSCtd41678 - prp3_slr_fabio process crashed on standby RP and later on standby RP rel

Symptom: We see the prp3_slr_fabio crash because either one of the following:  Unexpected EOP descriptor  Unexpected SOP descriptor  The pkt in the Tx Pkt FIFO is different from what got returned in the Tx Done Ring All of the means software view of what's inside the Tx Done ring is wrong. software cannot poke inside to see what is actually happenning and only get a black box view from what was input to the black box, and what output from the black box. And what was output from the black box does not match what s/w believe it should receive. There is nothing much s/w can do in such case, except to do a port reset. This should NEVER happen, thus, we assert to make it known, and fix it. Condition:  can happen if someone double-free our pakman pkt, and we saw that earlier.
