Description (partial)

Addition of new unique ELINs with hyphens (-) will fail if the value before the first '-' matches with that of any ELIN existing in the system already

1. Add an ERL with ELIN 571-377-6591
2. Try adding a second ERL having ELIN say 571-377-6592. CER will error out with message "ELIN :571 is already in use. Please configure a new ELIN."

During addition of ERLs, the value before the '-' is considered as the ELIN during for some reason. The second ERL also has the same value before '-' and hence addition fails, since duplicate ELINs are not allowed.
