Description (partial)

High CPU and possible system crash due to CPU starvation on ION images when interface with high volume traffic and large ACLs greater than 6000 lines flaps.
Problem is seen when CEF glean rate-limiter isn't configured to an appropriate value (i.e. no rate-limiting of glean packets.)

-	Problem seen only on ION images and not on IOS images.
-	Problem seen only with high volume traffic and when CEF GLEAN RATE-LIMITER is not suitably configured.

Software version: seen on all 12.2SXH and 12.2SXI images.
