Description (partial)

User A and User B are on a active call. Place User B on HOLD. User B should hear MOH but does not hear anything when in soft-phone mode. When I try the same call from a IP Phone, the far-end user hears music.

I am using Call Manager version 6.1.4
User A and B are in the same partition, region and CSS.
