Symptom:

"Direct access to this screen is not allowed" is coming while trying to generate report after selecting ONLY "Gateway Reports" under  "System Overview" in UI when no Gateways are configured on UCM.This can confuse users so we can give a valid message to user like "No gateway is configured" .

Conditions:
