Description (partial)

Symptom:
PIM RP address may not be configured (output of show pim group-map shows that RP is 0.0.0.0, even though RP address is configured )  correctly after add/remove operations of ACL for ACL 
based RP-address PIM configuration.

Impact ::
========
RP address configuration not taking effect. (rp-address set to null)  . Traffic impacted.


Conditions:
Issue observed on a router with 3.9 IOS-XR image.
Steps to rep the issue:
 -- First RP should be mapped to an acl
-- then config to map it to no acl
-- then remove the acl config
