Description (partial)

The T.38 training sequence (TCF) generated by a system with PVDM3 based DSPs may start with FFFFFFFF, followed by a string of consecutive 0s.  This may cause "failure to train" problems when traversing a noisy PSTN environment.

This is seen on systems with PVDM3 based DSPs.
