Description (partial)

Symptom:

When powering off the active Fabric Interconnect, everything switches to the other Fabric Interconnect. 

From the new active Fabric Interconnect, we can see that the peer Fabric Interconnect is 'inoperable' from the output of the "show fabric-interconnect detail" command. But from the output of "show fabric-interconnect detail" we see that the modules and ports on the "Inoperable" Fabric Interconnect are online and up.

This is also seen in the UCSM GUI. Even though the Fabric Interconnect is inoperable, the modules and ports show up as UP.

Conditions:

Power off one of the Fabric Interconnects.
