Description (partial)

Symptom:

Under rare circumstances,  video will be prematurely groomed from an 
xvcr while other older (possibly expired) video remains recorded.
Conditions:

If a video stream from a camera is subscribed to by a Stream Manager Client 
or decoder for an extendend period of time the groomer will not remove
video from that stream.  In rare cases where the video stream is subscribed
for an extended period it will result in the groomer prematurely removing video
from other camers on the box inorder to maintain proper thresholds.
