Description (partial)

Symptom:

An IOS device may been seen to "leak" I/O memory over time.
"show buffers" may show an increasing number of middle
buffers in use.  "show buffers Middle packet" shows that these
buffers are occupied by logger messages.

Conditions:

The IOS device is configured with "logging console" (which is
the default setting.)  Nothing is connected the console, and
the console line has never been activated since the device reloaded.

The lines are configured with "logging synchronous", for example
"logging synchronous level 1 limit 1024"
