Description (partial)

After reconfiguring a circuit in partial state, the circuit remains in partial state and has incorrect circuit terminations.

This problem can occur under the following conditions:

1. You have one simple circuit with the following NEs: A, B, C and D
    A ------------B-----------C-----------D
2. The link between B and C goes down causing the circuit state to become partial or out of service. 
3. Reconfigure the circuit so it becomes two separate circuits, but identical in size, direction, etc. as the original circuit.
   A ------------B
   C -------------D
4. After successful reconfiguration,  the resulting circuits remain in partial state and the circuit terminations are incorrect. The correct behavior is for the circuit states to be in service and have correct circuit terminations.
