Cisco Bug: CSCtd24997 - Fusion crashed after running traffic with sticky and clearing sticky

Symptom: With http traffic running, if the user execute clear sticky database, module is crashing. Conditions: The crash is due to a non initialize pointer. In case of hash predictor configured under a serverfarm, the load balanceer needs to make a destination decision for every get request. In case of hash miss the previous chosen real gets used for a destination decision, otherwise in case of hash_hit, LB checks if the real, returned by load balance function, is same as the previous chosen real and if the real pointed to by hash is in maxconns state, reuses the real (this is the pointer that is causing the crash). In this logic we now introduced the strict rebalance concept so we need to make separate code path so the pointer will be initialize properly.
