Description:
The total number of active VCs's on MPLS interface does not match with "total number of vc:" in the output of the"show mpls l2transport summary" CLI command. This behavior is seen on  12.2(32.00.08)SRE images for Cisco 7600 routers.

Symptom: 
For example, the output of "show mpls l2transport summary" will look like this:

Router#show mpls l2transport summary 
Destination address: 10.1.1.1, total number of vc: 4000
  0 unknown, 4000 up, 0 down, 0 admin down, 0 recovering, 0 standby, 0 hotstandby
  3554 active vc on MPLS interface Gi1/0/5  <======= active VC no. should be 4k 
Destination address: 10.1.1.1, total number of vc: 4000
  0 unknown, 0 up, 0 down, 0 admin down, 0 recovering, 4000 standby, 0 hotstandby
  4000 active vc on MPLS interface Gi1/0/4

Conditions:
This symptom is observed while configuring a large number typically over 1000 or 4000 QinQ VPWS VC's  in mLACP setup with interchassis redundancy using Cisco 7600 Series Routers.
The problem is seen in 12.2(32.00.08)SRE images for Cisco 7600 routers.
