Description (partial)

Symptom:

IP Communicator call is not disconnected if mid-call video is enabled

Conditions:

Test Call Flow:

CIPC PhoneA  -> clust1 -> H323 ICT -> clust2 -> H323 ICT -> clust3 -> CIPC Phone B 

Test Steps & some observations:

1. CIPC Phone A makes an intercluster audio call to CIPC phone B over ICT
2. Both CIPC Phones (Phone A & B) enables CUVA. Video is exchanged.
3. When I end the call on IP Communicator (CIPC),  call is not disconnected. CIPC phones displays the call as "Connected".
4. Call is ended when CUVA is disabled on both CIPC PhoneA & PhoneB only.
5. Same behavior is observed for the intra-cluster mid-call video as well.
