Description (partial)

BFD found to be flapping on Cisco WS-6509-E running (s72033_rp-ADVENTERPRISEK9_WAN-M), Version 12.2(33)SXI2a with following control-plane policy.  The service-policy below should allow all BFD packets to be sent to control-plane even if they are exceeding police-rate.
