Description (partial)

Symptom:
Under conditions of traffic congestion and over subscription, the following messages
will be seen
*Nov  4 23:01:37.871: %REP-4-LINKSTATUS: GigabitEthernet2/6 (segment 1) is non-operational due to neighbor not responding
Switch#
*Nov  4 23:01:48.583: %REP-4-LINKSTATUS: GigabitEthernet2/5 (segment 1) is operational
REP loses connectivity and gets back connectivity again.

Conditions:
This issue is seen whenever we have data traffic over subscription on a link.
The issue is present in Cat 4K switches in all releases up to and including 12.2(50)SG6 and 12.2(53)SG1.
