Description (partial)

Symptom:
Get dialog: DVO not supported from the  phone dialer on this version of the OS
or get busy signal

note:  DVO menu should not exist when there are no call logs or contacts

Conditions:
scenario 1: 
steps:
- empty all native call logs
- select Dial via Office from native call logs

or

- empty  all native contacts
- select Dial via Office from native contacts
