Description (partial)

The Layer 2 link between two ML-MR-10 cards remain invalid.

The problem occurs under the following conditions:
1. Create a VCAT circuit between two ML-MR-10 cards. An L2 topology will be automatically discovered . Since no IOS management is implemented in CTM for these cards, the L2 Resync state of the corresponding L2 topology will remain in syncFail status. 

2. Mark one of the NEs Out of Service. Wait for the L2 link to become invalid.

3. Mark the NE In Service. The link remains invalid.
