Description (partial)

Symptom:
During OIR-compatibility when replacing one card with another, the CLI parser is used to configure the new card.
For every upstream that is in "shutdown" state the CMTS generates a UCDCCC message. These should be suppressed when the config is being done through OIR-compatibility code.
*Nov  2 19:06:40.523: %UBR10000-5-UCDCCC: UCD CCC will not be incremented for configuration changes made while U1 is in the administratively down state. This could affect the recovery from partial service mode for MTC cable modems.

Conditions:

Replace one card with another oir-compatibile card. i,e mc520H->mc2020.
